I don't think it should stop you living places since we don't live in the 1800's, we have technology to counter act this. allow me to explain this better tho
skin color is a major factor only when there's direct exposure to sun
but for temperature in itself what really matter is your inner mass to skin surface ratio
people who are fat have a lot of mass for the surface of their skin, fat already protects you from cold, and that ratio makes you lose even less heat to the environment
on the other side, when you're tall and skinny, you have little mass and a lot of skin surface, so that ratio makes you lose more heat to the environment
so a black fat guy would still feel comfortable in cold climates and a skinny white would still be ok in hot climates (as long as he's not exposed directly to the sun for his skin's sake)
