I've used petroleum jelly around my eyes when the skin is really dry and it looks greasy for a bit and then later it feels better... idk if it fixes dark circles from not sleeping.

Don't use that shit on your face. Use a proper restoring eye cream, I use an expensive one but it works good on my dark circles.

It's not permanent, but i know this cause i used petroleum to moisturize my face before and i got darker. So never used that shit.
