This isn't referring to any kind of violent threat, assault, or anything like that. I just blast my horn really loudly near them, or screech the brakes/rev the engine while going by to give them a good fright (make sure you do this in a controlled fashion, you don't want to actually have an accident - I'm not so much worried about hurting foids as I am damaging my car, lol - not worth it for them). It's always fun to creep up behind them and then blast it a couple times and then drive away. They get big mad and there's nothing they can do about it, and no cop would take them seriously. It's vastly superior to stalking them IRL which some people have suggested in the past but here in Canada the can(c)ucks will arrest you for it especially if you're curry.
