"I don't know what to tell you"

What does this mean? Is this some sort of passive aggressive remark? I've had people use this expression while speaking to me before and I am just trying to determine whether it's an indication that I am annoying and I need to fuck off? I sure get the sense like that is the case when it happens. What kind of frustrates me is that people tend to continue to smile while essentially telling me to fuck off so it makes their intent unclear. I wish they would stop trying to save face and just be real.
