How the Hell Do You Upload an Animated Gif for Your Avatar??

Just downloaded an animated Gif and saved it to a folder on my desktop. Tried to upload it to this site, but I got the dreaded "Oops! We ran into some problems" error message.

How does everyone else on this forum manage to have animated gifs for their avatars? Where do they get them from, and how do they actually upload them?

There is no option to resize the gif. How do you do this?
Also, the error message I get has nothing to do with its size. It says "The uploaded file must be a valid image".
It's a short MP4 file. Could this be the problem?

I was able to upload the gif, finally, but the image became too cropped. I'd like to resize it. But, when I do this, it saves it as a static image, not a gif. Very frustrating.
