How should cels interact with others?

I'm having a hard time interacting with others at workplaces. I read somewhere on here that you should have a countenance of meanness.
Is that true? I'm really lost with this.

no ,they will only be even more mean to you if you do this shit. just ignore them and talk to them only when necessary
