My best guess based on tourism videos I saw - there is no hunger right now, but the country is still a totalitarian shithole that a lot of people would like to leave. It's just that it's very difficult, and the reasons are more in line with "want to earn more" or "south has better quality of life/freedom of movement", rather than "if I don't GTFO I will likely die". All in all, Ukraine is worse (for a man with respective country's citizenship)
