On the seventh of January, in the year 2073, American President Oswald Clinton fled the North American continent aboard Air Force One as stormtroopers of the United Socialist Democratic People's Republics of America (USDPRA) seized the White House from the last US Army Ranger divisions. Only with state-of-the-art cloaking and laser point defense technology was President Clinton able to make touchdown in Guam through the storm of anti-aircraft weapons fire from both the Marxist-Leninist revolutionaries of what was once the northeast of the United States and the ultra-reactionaries of the National Federation of American States (NFAS) further west. As the last vestiges of the old United States rebuilds its nest in Guam, the USDPRA and NFAS agree to an uneasy ceasefire as smaller, less important states form buffer zones between the two nascent rivals.
Having formed its borders within parts of the Rocky Mountains on the western border of old California, the Combine of Maladjusted Dejects (CMD), known colloquially among its elder population as Incelistan, had the groundwork laid for its founding decades before the start of what the USDPRA would call the "Great American Patriotic War", and the NFAS would call the "Second American War of Independence". Social rejects across the globe flocked to the CMD, which welcomed them with open arms as its president, with the backing of the senate, staunchly enforced its policy of cultural and ethnic pluralism. Landlocked, and bordered by the NFAS to the east and the Democratic People's Republic of California (DPRC), a far-left state separate from the USDPRA, to the west, the CMD forms one of many buffer zones scattered across the war-torn continent.
Heavily dependent on solar power and vertical hydroponics to subsist within the dry mountain range, the CMD has been allowed limited use of the Colorado River by the NFAS along with other forms of token aid in return for its support in any potential dispute with the DPRC and license for the NFAS armed forces to fortify the CMD's highly defensible terrain. NFAS military advisers sporting salvaged Mark VIII Feinstein Powered Armor can be seen in the crude military bases meant originally to help ward off roving bandits and manhunters. With its own meager armed forces armed with modified AR-15's and improvised explosive devices made with crude implements, the spectacle of the NFAS Army officer with his powered armor and his M-67 Zeus Rail Autocannon strikes fear into even the most grizzled of CMD combatants and ensures their cooperation.
