It seems to me that their rating system is basically:

7 = Bad.
8 = OK.
9 = Good.

And that's it.

ign plays safe they don't wanna offend corpos giving them free goodies and also wanna come as true gamers who are not corpo bootlickers so they give most of the games a 7. Which is a safe score corpos don't get offended but gamers see through their sheninghans and their inablity to reviewe games without a bias
