How difficult is it to change the eye area?

How many/what surgeries would you have to undergo to improve your eye area by 1 psl point? Is it even possible?
Using the example below(this is not me), how could this guy improve his eye area with plastic surgery?

I hear there are infraorbital rim implants, upper/lower eyelid fillers, and belpharoplasty for canthal tilt.

Yes but the uppereyelid exposure isn’t
