I was always the second or third shortest in my class.
I was around that height too at 13-14 but I grew when I was 15-16 but Im still 168cm

Is he in his growth spurt? I've seen some of my mates go from 160 cm when they were 13-14 to 185 cm+ at the time they were finished growing ~17-18. I was actually the taller than them during the start of puberty relative to my class mates, however they all outgrew me.
i was less than 5 feet at 14, 5'3 at 14 is supposed to be a bit below average but he will definitely be around the 5'9 or 5'10 mark, and what this tells me is the average given height of "5'9" isn't really 5'9 if your brother is the 2nd shortest in the class, it's probably way above that for zoomers.

14 isn't even halfway through puberty. He'll get a growth spurt. At 14 I was taller than my two best friends, and by 17 they were both taller than me.

I don't know how tall 14-year-olds are and when I see a small child I'm shocked at how small they are because I never go outside
Is was 5’4 at that age. I grew 2 inches and stopped growing since then.

depends how far into puberty the kid is
I was ~5'4 to 5'5 when I was 14. I'm now ~5'8. So even though it is very unlikely he will grow out of "manletism", he will probably at least gain a few inches.
