Another similar method that may be used to make such target lose their mind is to get inside their house while they're not at home and switch furniture in places slightly so when the person will comeback it will make them doubt their sanity.

True. This makes it much harder to accept claims of being gang stalked. Almost everyone who gets gang stalked isn't counter-surveillance trained, so it's not like they can verify it even for themselves.

You could be one of many random people (or not so random, based on certain available information, like medical and/or psychological records) who are targeted for black budget experiments that governments run on their own populations. Some MKULTRA subjects were also gang stalked, probably to better observe and report their behavior to the experimenters.

It's not necessary to physically surveil anywhere near that large of a portion. Also, a lot of the surveillance can be done passively through technology. You don't even need a team to follow a person around. You can just bug their car and have one agent tracking them from a safe distance, or simply use real-time geo-location data if you can't bug their person or possessions, though this is more resource-heavy.

Assuming that all gang stalk targets are experimental subjects, you also don't need a large sample of targets for your results. I don't know the nature of the experiments (I have my guesses, but they're just guesses), so I can't say for how long they could be carried out. Might be months, a year or longitudinal across a decade or so.

If such experiments are really being conducted on ordinary random civilians(which is possible but i think it's not as common) then it's used as a way to sharpen the skill to later use on really important targets in the future

Yes, you would require plenty of personnel. Agencies, however, have thousands of employees and they all keep secrets (leaks happen, of course, but they're not the norm). Information is highly compartmentalized in these organizations. The agents doing the observing don't need to know the details. The scientist running the experiment doesn't need to tell the officer in charge of running the team why they're observing a subject. The foot soldier on the ground knows even less. All they're told is that this a person of interest to national security and they all follow orders like good dogs.

You see, there are real people. We make up about 0.1% of the population.
