It’s mostly drug addicts and alcoholics in villages and small towns who do ‘hitman’ stuff for small amounts. The only reason they don’t get caught is bc the police is corrupt and useless. I doubt there are a lot of actual hitmen in India. Cities like Mumbai are actually quite safe
