It must be subjected to intense scrutiny by governing bodies which must analyze the genetic material and life history of prospective parents before granting their wishes to become parents. Until a man or woman has received approval to mate, he or she cannot get their tubes untied. Getting tubes untied illegally should be subjected to severe punishment with torture and public execution. This is the only way to prevent subhumans from procreating.
