I mean Goku has the excuse that he hit his head hard when he was a kid. But still managed to have a family and be a good father. Luffy on the other hand just cares about fighting and eating and without his homies he would have died early in the story for being so reckless and dumb.

He's on par with goku, but naruto isn't that much of a retard actually. Naruto's just a dumbass kid like Gon, shippuden Naruto has grown signs of maturity. Goku's hit on the head that flipped his personality from a battle hungry ape to kind hearted. Luffy is just an uneducated outlaw and acts goofy for comedy purposes yknow its for the show.

Compare to their fighting style, Goku was pretty much stupid before he got ssj. Luffy is more creative when it comes to fighting, like that one fight from crocodile where he figure out crocodile's weakness is water, so he made some kind of a water storage inside his stomach. He also accidentally invented Gear Second and managed to explain it by himself. Goku does make a couple of feint attacks but that's just it. He also sometimes forgets to read his enemies and will fall for the enemy's feints.
