Saar there are multiple reasons for this, talibs are trained and accustomed to fight in a hilly terrain with lots of ground for cover, concealment and ambush positions where they usually prefer to occupy heights, talibs probably use dari and pashto which is dissimilar to Arabic when it comes to conveying commands and control, Taliban commanders will have to face rise in ISIS and other factions if they send their troops to Lebanon, Iran may not want a Sunni Taliban in the middle of it's mostly Shiite support base of Hezbollah and Syrian militias, Talibs although good at war have been facing a much weakened American presence with a lot of interim ceasefires which is not possible with Israel, and then there is payment, if Iran can pay Taliban good money ofc they'll fight but then Iran can hire more arab Shiite Militia from Iraq and Lebanon itself as well. And when it comes to operationally, Hezbollah and Israeli Army are both tactically a superior force to Taliban, and they fight on plains against much larger numbers than ambushing American infantry and light patrols.
