It think it's just being non-confrontational. IIRC Schopenhauer said that women tend to be full of shit just to avoid getting decked. I think with our softer culture, that extends to many men too. I know I am not ready for a "fight" and so don't really gain much by telling a stranger or acquaintance his flaws, given the risk of a physical reaction.

If you look at nature, most animals that use any type of auditory communications make noises to convey a message, but the message has no specificity. Parrie Dogs chirp when dangers is visible, but they don't have a type of chirp that says "owl." Crows are among the most intelligent birds and they have only about 20 distinct caws. Expressing the status of the physical world in precise terms is uniquely human, and as such is only a few hundred thousand years old in evolutionary history. Contrast with flight that is hundreds of millions of years old. Language simply isn't a "refined" attribute and many people are just bad at it.
