Because of lack of electricity Ukraine actually wanted as many people as possible to leave the country (after Russia started to attack electricity and heat generation and distribution starting from the autumn of 2022, so not at the beginning of the war) to save electricity as much as possible. They said so. In the beginning though, they could have closed the borders for all, not permitting anyone to leave (except foreigners).
