There's a limit to how many children a woman can have because she can only have one(or more if it's twins, triplets, etc... which can occur with the aid of IVF) about every two years(two because of birth spacing). They can have their eggs retrieved, fertilized via IVF, and implanted into another woman thanks to surrogacy. Such children will be biological children of the woman. Now it's possible for there to be a female Genghis Khan. A woman can hire a thousand or more commercial surrogates.
