The victims can pretty much be anyone, even Chad can be accused. Most likely by an uggo who wants everyone to know Chad couldn't control his urges and chose her as his victim because she was "sooooo prettyy".

It's probably mostly about who has the most money [not necessarily the individual but also the institution that would be at fault] who it could create the most scandal and attention for her. And of course who she had plausible access to. So probably mostly normies, maybe even disproportionately Chads as well. This is probably something people like us don't have to worry as much about. I love the drama it creates. Very entertaining.
