This is true, but even beforehand they were very skilled navigators & still had a very well-established colonial presence.

They also still made a good amount of scientific contributions beforehand, such as with Issac Newton & the likes.

So to be honest, I think that this system has fluctuated throughout time: In the past, it was Meds(Greeks & Romans) with Spain & Portugal having a good amount of colonial history, North Italy in the renaissance & for having good mercantile city-states(Venice & Florentine), France was quite a major power in Europe, and was effectively the dominant military power before Germany actually unified in 1871, etc.

The Nordics(Scandinavians) also had a substantial legacy & influenced a lot of Anglo culture.

Jews, are kind of hard to fit in: They have roots outside of Europe, have been pulling strings behind the scenes, and also seem to be "absent" in a way from the initial culture of Europe/Whiteness.
