In the US at least, saying "He doesn't look like he speaks English" is more or less codeword for "he's ugly and looks poor". This rarely happens to the rare mestizo-type latino, curry, rice, or arab that was blessed with decent looking features. Europeans visiting or living in the US are nearly always assumed to be native-born Americans until locals hear them speak. Its important to keep in mind that most Americans view overseas as some sort of Mordor, so they assume most foreign born people (esp. men) are ugly and unhealthy looking.
I seriously lost count the number of times I've been told "Oh wow, you speak English really well!", or "I didn't know you spoke English!", or "You were born here???", and I've overheard the statement in the first sentence of this post ("He doesn't look like he speaks English").
If you're an ethnic, and people think you were born overseas, chances are you're ugly and incel-tier.
