Of course they will never stop killing. But they will be able to track you and throw you into a suspicious person category. It's like what they do to potential molesters and terrorists. It's easy for them to get a warrant on you. They will start tracking and getting warrants for potential mass killers.
It's from a Dystopian future story where everyone has this thing called a "Psycho Pass" where an AI monitors everyones mental state to a degree, everyone has a psycho pass, and the higher your mental instability, the less legal rights you have, and you'll likely be locked up/killed o used as a tool for the government.
