It was a joke we'd make in high school about them. Is it true they lurk on forums like these to keep a watchful eye on us? Are we constantly completely surrounded by them?

Without a doubt. They've pointed towards us as a subject of high interest moving forward multiple times. I wouldn't be surprised if they were funneling significant resources into monitoring, profiling, data mining us.

Yes they do, but they have softwares that make it viable to search for words or certain sentences even if they're misspelled. Similar to facebook mods, they've become aware of the "sarcastic" posts and even have some fun with it. They can usually tell when someone is seriously about going ER, because you can check if it's an recurring theme in their history. It's also an special section that deals with "internet terrorism".
I believe that they're generally just profilling the individuals but probably won't do anything about it.

Yes they do. They monitor "hacker" groups too, they have thousands of pages on various hacker groups, no doubt they have thousands of pages on forums like this and 8chan. They also post on there trying to entrap people.

Yes. It's not like they're pouring billions of dollars into it, but spy and security agencies of major world powers definitely monitor fringe forums like this, imageboards, voat, the few dankish subreddits left, etc.

They probably have few people assigned to it just so that they can say to the public that they're "monitoring" dangerous internet groups why they don't actually do much shit other than read these boards and get acquianted with the lingo and general atmosphere.
I mean think about it, what would you do if you were in law enforcement and had to monitor these boards? Maybe you would check some of the more "extremist" people only to find out that they're just some edgy teens living in their parent's house. What next? Do you check the next 500 users to find out more of the same?
Even in the most edgiest of the extremist sites, 99.99...99% of people are bored shitposters with no will to do anything in real life under no circumstances. The 0.00...01% that might do something is hard to filter out.
It would take them a ton of time to find someone who would actually be potentially dangerous here. And even if they would come across one such person they wouldn't be able to recognize him.
Like imagine if someone was monitoring closely Elliot Rodger before he went ER? Would anyone be able to predict what he would do? He would just be seen as another bored lonely rich teenager even if FBI had full information about him. Alright he had guns but so has half of America. They can't do much to prevent this and they know it.
FBI isn't dumb to waste resources on a forum of lonely virings venting.
What I think they do is that they just post some reports on the general trends on these boards and where the anger is headed towards. They then kinda hope no one will flip out. And if someone does, they go into "Yeah, we have been following them closely, we had this guy on some list" like they do with Islamic terrorists in Europe.
