Germans had internment camps for dissidents the same as Americans did (most notably for Japs)
They were not death camps. People obviously die in prisons, and food/medicine aren't prioritized for them when there are shortages among soldiers or non-interned citizens.

Did you know? The German invasion of Poland was forced because the Polish army attacked the Gleiwitz radio station in Germany. It was not Germany that started the war, but Poland.
I suppose ethnic cleansing your own population isn't technically declaring war on the country those people came from, but you can still be blamed for starting the war which stops your ethnic cleansing even if it's the other party who initiates it in response to your genocide.
Or you could engage in terrorist attacks on the other nation without technically declaring war - just refuse to punish the "terrorists we totally don't support".
