It's a text to speech program. You could write all kinds of stuff and the computer voice would repeat it. We used to play around with it at school because we weren't allowed to play PC games in class. This was back in 2006.

Yea your right, its not sam, but Microsoft Sam is still bundled with windows 11 for blind people n stuff, the new AI TTS models are basically indistinguishable from real humans now
