The way we understand it today is a new phenomenon. People will be like “muhhh empires wuz multicultural an shiet” 
not realizing that said empires usually had an ethnic hierarchy in place and didn’t have many foreigners living in the conquerors’ ancestral homelands

It’s new. For most of history neighboring peoples only interacted via trade or war.
the persians, roman, mongols, greeks, etc. accepted a lot of multi culturalism. Even the muzzies do as long as they tax you and you don't challenge their gay prophet.
Many empires in history were technically multicultural, but not in the least egalitarian, as at least one ethnic group always held the majority of political and economic power and dominated the other ethnicities. Modern multiculturalism is characterized by the fact that it demands egalitarianism and is also multiracial.
