He made his first appearance in doom patrol volume 2 issue 70 in a story called the laughing game.
His backstory was that when he was in school, college and in his adult life, he was being rejected by stacies for being a manlet.
They don't actually say its because hes a manlet, and he copes by thinking that they meant that he has a small dick.
