Slovenia is not Balkan by any definition, they just attach that identity online because Westoids are not receptive of them.

Balkans were utterly fucked by 500 years of Ottoman rule.
They reaped no rewards of colonialism, trade, Enlightenment, Industrial revolution.
Christians were taxed to the brim, their best specimen taken away to serve in the army, weren't allowed to have their own schools or institutions.

By the time Yugoslavia was formed the literacy rate in Slovenia was 90% while it was 10% in the southern parts.
There's no way to recover from that.
