I doubt under-18 prostitution is legal anywhere.
Besides there's a lot of countries with low AOC on the books officially but with a lot of other ways to prosecute you for fucking minors. In Japan and Brazil for example AOC is 14, but you can absolutely be jailed for having sex with someone under 18 if the cops and prosecutors decide they want to.
