On March 28, 1945, shortly before the end of hostilities, Churchill speaks of halting acts of terror against civilians. He was evidently concerned that the whole world might soon see him as a butcher:
"I believe the moment has come to review the bombing of German cities with the sole aim of increasing terror.... Otherwise, we will end up in possession of a completely devastated country. The destruction of Dresden raises serious doubts about the conduct of the Allied bombings.... The Foreign Secretary has spoken to me about this matter, and I agree on the necessity of focusing more precisely on military targets in the future, such as fuel depots or transportation routes immediately behind the front lines, rather than on pure acts of terror and malicious destruction, even if they are impressive."
