I would argue no. Unless you have a severe mental illness or disability that prevents you from being able to travel you really cannot claim to be a truecel without at least trying it. When most people say "go overseas", they are usually referring to SE Asia, where most women will view you as an ATM. I think going to EE could be legit though. You'd also be more attracted to them (if you don't like asians).

There are a few problems you overlook. First not everyone can afford to fly over to south east asian countries just to find a woman. There is still the possibility that you will fail finding a woman. Even if you get a woman there you run into the risk that she only is with you because she wants to escape her shithole country. After getting the greencard or citizenship she may drop you like a hot potato as i have seen countless examples of that.
