You wouldn't. What you would regulate would be pregnancies and births. You would need breeding licenses to have a baby. Hospitals would not legally be allowed to birth children whose parents don't have a license. Children born without a license would have lesser rights. For example, they wouldn't be able to vote, and they would not qualify for other services. They would effectively be second class citizens. There could be an alternative option. The state would take in the children of unauthorized births, feed, clothe, and raise them, and then use them for service. Brave New World type shit.
I can already hear the human rights harpies REEEing, invoking arguments of genocide and ethnic cleansing by bureaucracy, and what have you. Breeding is not a human right. And, lest we forget, all rights are granted by an authority.
