An ice cream truck is like a mobile retail store. They sell a product that is prepackaged, and not produced in the truck or by the operator. Granted, I’ve seen ice cream trucks selling soft serve, but they might fall under the food truck category, since they are making the ice cream.
Food trucks are restaurants. The bulk of their food might be prepared in a central kitchen, but they are still handling and cooking food in the truck. Preparing food, in a restaurant, in a truck, under a tent, anywhere, is regulated differently than opening a box of packaged ice cream bars and handing one to a customer.
If you get a food borne illness from an ice cream truck, they were trying to do something wrong.
