It depends. I believe 16 yo can consent but most people would say they can't which is extremely stupid. They should know what sex is at that age since the average age women lose there virginity is 12-16 and on average women lose there V card way before man do. I think the age of consent should be 16yo. I'm not into teenagers but it seems reasonable when you think in a more logical perspective
