I actually like Guy Mitchell, and no, I didn't first hear him in Fallout: New Vegas.

That’s the staircase he has to go up on his way back from work to his mom’s apartment.

In one scene he meets a single mom foid in an elevator who makes one icebreaker joke with him and then he develops oneitis and hallucinates a relationship with her.

The staircase is shown in many scenes, the most prominent one being where he's in his full Joker costume and he dances while going down the staircase.
Also in the movie Joker also falls in love with a black female and you see them going on dates, etc. But it turns out he was only imagining all of this.
This is why your story, age and location is something that coincides with the movie.
