I had some extra ideas on top of my main one. Make text red with a black background, and have a stopwatch at the top in the center counting down to zero. The only problem is that the latter one might be a bit too extreme and could potentially evoke an actual law enforcement response despite technically not being an actual threat, so you can discard that one.
