No, once a follicle is dead its not coming back, short of cutting edge stem cell technologies. Dying follicles where the hair is noticeably short and thinning can potentially be prolonged with DHT blocking shit, laser light treatments, and other more homebrew remedies, but they either don't work terribly well or come with side effects.
