Some arabs have green eyes, that's it. Any other ethnic with green or blue eyes has white genes. I've never seen an ethnic with blonde hair.
Anime characters are not necessarily white. They have a wide range of inhuman hair, and eye colors. Blonde hair and blue eyes are white traits but green hair and purple eyes aren't representative of any humans, that doesn't mean the characters aren't supposed to be human. Just like the characters aren't always supposed to be white.
They are cartoons, they barley have features. Whether or not they are white depends on what the artist is going for.

I think I read that Anime characters are supposed to be Asian, but the Japanese use an art-style that makes their eyes look "bigger" & thus more Whiter/Western. When it comes to the hair/eye color, I think they like to give them lighter colored eyes/hair because it looks better, but that would imply some sort of "white-worshiping"

This is because they either carry a decent chunk of ANF/EEF(dominant in South Europeans) which whilst having dominant alleles/genes for brown/darker hair & eyes, still has the potential for lighter hair & eyes; Carltoon Coon who was a traditional anthropologist stated this. That, or they carry SteppeHG/Yamnaya(dominant in North Euros) which is the inverse of ANF/EEF when it comes to genes/alleles for hair/eys.
A few Persians/Iranians, Central Asians, etc. also carry these, due to migrations thousands of years ago; such as the Tocharians & Scythians.

Many people with Indo European ancestry have genes for light colouring. But most of the time it's recessive and not dominant.

Depends. In North, South, and East Europe yes it is common since these groups are the ones whom bear most of the DNA.
But in Persia, Central Asia, and even NW India, it is very uncommon due to mixing with other groups.
Tocharians, Scythians, Bactrians, Hittites, etc. were all once Whites who became assimilated & hybridized with others.
