In theory it’s supposed to be highly skilled workers, in practice we’re seeing h1bs work at 7-11 and 35 year old engineers from India doing entry level jobs. Many are smart, especially those that study in the states and then get an h1b, but even then, many colleges have turned their graduate schools into degree mills which further devalues credentials.
