Driver 2 on ps1 was the closest predecessor to GTA 3, but there was no shooting, although there was also an open world, cars and the ability to get out of them.

Nah... Sleeping Dogs isn't comparable to GTA just because it's open world, it's too focused on fighting mechanics. You don't get access to guns until halfway through the story
