Involuntary celibacy is the condition defined by:

1) Being celibate
2) Not wanting to be celibate

Clearly everybody who calls himself an incel doesn't want to be celibate, so condition 2) is fulfilled.

Therefore, the only question is whether somebody who has previously had sex can claim to be celibate;

This definition does not require that the person in question has never had sex. In my opinion, a celibate is somebody who either has not had sex in a sufficiently long period of time, around 2 years, or is voluntarily abstaining from sex, or both. Either of these conditions would coincide with the layman's idea of "celibate."
