I did it with paint.net

Basically there's this tool called Smudge

First step is to get a general shape

• Set smoothness to 0%
• Set size of cursor to like 5 or something small (depends on how big ur pic is)
• Set pressure to 100% at first

Start shaping your jaw to how you want it to be, doesn't have to look good just make sure the skin color pixels are there, if you're done then zoom out and you'll see

(oh and save each Smudge change as progress2, 3 etc, if it looks retarded then you can rollback)

Then once the shape is right: Set pressure to 20% and you'll have to spam click a bunch
The point of this is to make each pixel look legit, especially skin and borders like jaw angle+shadow

Be careful of

• Lighting and shadows
• Not overdoing it
• Facial harmony
• If you do it multiple times don't do a different bone structure, for instance I had a bigger chin on one picture first

Takes like 10 minutes to get used to, it's very easy
