All of these problems would be solved if it was made a crime to give birth out of wedlock. You would have mandatory paternity testing for every child and then punish any whore mothers. There wouldn't be a need to have any welfare. Abortions would not be illegal, as there would be rare cases where it may be necessary (rape, maternal health), but they would not be openly available, hence no recreational abortions after a night of regret sex.
