To make a comparison, let's say you sign a contract with someone. According to the contract, there are certain conditions, and if one of those conditions is broken by one party, the other party can go to the authorities to inflict some sort of penalty on the other party, and the punishment is unavoidable. The fact that this punishment is unavoidable acts as a deterrent to the other party, because even if they want to break it, they know that if they do, they will face consequences.

When a parent makes a promise to a child, what penalties do they face when they break the promise? At most, they have to say "I'm sorry", to the child, and that's it. So essentially, the promise is meaningless, a mere platitude.
