I dont think society would functionally allow itself to get to a point where 99% of men were incel. It wouldn't be realistically capable of doing so. This is a hypothetical, which granted of course would certainly become geared towards as time passes but that assumes that most men are just going to sit there and take it while contributing to society. I dont see that happening ever tbh. Men would simply stop long before incelibacy reached rates of 99%.

Men opting out of society is already beginning to be noticed too. Society and its infrastructure would fall apart a lot before we reached 99%. But the trend is there. Indeed the rates of inceldom are ever increasing sadly. It's not good for a healthy functional society. It leads to low morale and high rates of sadness, suicide and de-motivation.
