What is "normal" vs. "wierd" is not what men do, but what women experience.
Women are constantly approached by low-inhib men. When they find the men attractive, it's welcome. When they don't, it's harassment. The number of incels (or incel-adjacent ) men could go as high as 90% and women will still perceive the world as being full of pushy, creepy men, and "confident" (read:attractive) men, because that's what they'll experience.
